Community Access Program


The Community Access Program (CAP) is an joint initiative between the federal and provincial governments to provide computer and internet access to people in communities across Newfoundland and Labrador. The program is part of Connecting Canadians, a nation wide program to connect all Canadians to the world wide web to make Canada the most electronically connected country in the world.

The Independent Living Resource Centre (ILRC) is a not-for-profit community based organization located in St. John's, Newfoundland. It is open to anyone who has any type(s) of disabilities. It offers many resources and services specifically designed by and for people with disabilities. The CAP site at the ILRC is equipped with technology that can help people with disabilities use computers and access the Internet.

Services

The ILRC-CAP site offers many services and has many types of equipment available. Beyond the technology, there are biweekly computer workshops to help people develop their computer skills. Some of the topics covered have included Microsoft Word, Excel and Windows XP. People may also receive one-on-one support by appointment, or by drop-in depending on the availability of the CAP Intern or volunteer.

Equipment and Software

The ILRC-CAP site is unique in that it has a great supply of computers and adaptive technology, as well as a knowledgeable staff to help answer questions and provide lots of support. If you are interested in any of our technology, please come visit! 

The ILRC-CAP site has the following equipment available for anyone to use:

  • Seven computers running Windows XP and Windows 2000
  • A large, touch-screen monitor
  • Web Cameras
  • Many types of keyboards:
    • Seven standard QWERTY keyboards
    • A braille QWERTY Keyboard
    • An ergonomic QWERTY Keyboard
    • A BigKeys QWERTY Keyboard
    • A standard ABC keyboard
    • a QWERTY one-handed keyboard
  • Headphones
  • Black and white laser printer
  • Height adjustable workstations
  • Many types of mouses:
    • Seven standard three-button mouses
    • Two ball mouses
    • Two in-hand mouses
    • A Sip-and-puff Joust device
    • HandiEye Web Camera mouse
  • Scanner
  • KeyToAccess

Besides equipment, we also have adaptive software, such as:

  • JAWS (a screen reading program)
  • Kurzweil 1000 (scanning and reading program)
  • Kurzweil 3000 (scanning, reading and writing program)
  • Dragon Naturally Speaking Dictate (voice recognition software)
  • Spark-Space (visual idea organizer)
  • ZoomText (screen magnifier)
  • Speak Q and Word Q

Hours of Operation

The CAP room is open from Monday to Friday, 9:00am to 4:00pm. Remember, the ILRC is a scent-free environment. When you come to visit, please do not wear any perfumes or other scented products. We also prohibit nuts and shell-fish, or any product containing them. If it's your first visit and you would like an orientation to the CAP room, please contact the Centre and ask for Donna.
